Mohammad Ali dela Cruz Matabalao is a public servant and development worker with significant background in education, social services and local governance. He has several years of development work experience (especially in conflict-affected/conflict-prone areas of Mindanao) in projects and programs supported by USAID, World Bank, Asian Development Bank and the Australian Government.
Elected City Councilor, 15th Sangguniang Panlungsod, Cotabato City (July 2016 – Present) National Vice Chairman of the Philippine Councilors League from July 2016 to March 2017 and was elected Regional Chairman of Region XII and member of the National Board for term 2017 to 2019 while concurrently serving as the PCL City Chapter President.
Elected City Councilor, 14th Sangguniang Panlungsod, Cotabato City (July 2013 – June 2016) Elected Vice Chairman for Mindanao of the National Board of the Philippine Councilors League from March 2014 to June 2016 while serving as Regional Secretary General of Region XII and President of the Cotabato City Chapter in concurrent capacity. Chairman of the Committees on Education, Public Works and Improvements, and Ways and Means.
Regional Coordinator, USAID EQuALLS2 – Synergeia Foundation (January 2008 – September 30, 2011) Responsible for the overall project implementation of Education Quality and Access for Learning and Livelihood Skills (EQuALLS2) in Cluster 3 – mainland ARMM. Engaged local government units, parents and other community stakeholders to support education; coordinated trainings for public school teachers and administrators; and led alternative learning programs and livelihood skills trainings for out-of-school children and youth. Served as coach and mentor of LGU Project Management Teams and Local School Boards. Supervised the Regional Project Staff, Site Coordinators, Instructional Managers, and Community Coordinators.
National Project Coordinator, USAID EQuALLS – Real World Alliance (October 1, 2005 to December 31, 2007) Coordinated the overall project implementation of IELTLM (Improving English Language Teaching and Learning in Mindanao) in Region 9, Region 12, and ARMM. Developed and produced local radio episodes of Tuning In to Language and Culture; co-managed trainings and workshops for teachers and radio presenters; co-developed materials for teacher professional development; coordinated M&E and research studies; supervised the Regional Project Management teams in Central and Western Mindanao; and represented the project in USAID Chiefs of Parties meetings.
Regional Project Coordinator, USAID EQuALLS – Real World Alliance (February 1 to September 30, 2005) Led the implementation of IELTLM (Improving English Language Teaching and Learning in Mindanao) in Central Mindanao (Region 12 and mainland ARMM) and providing administrative and technical assistance to the Western Mindanao project management team. Co-managed trainings and helped develop materials for teacher professional development.
Elected City Councilor, 10th Sangguniang Panlungsod, LGU Cotabato City (July 1, 2001 to June 30, 2004) Sponsored local legislation, chaired and presided over hearings and meetings of the Committees on Finance & Appropriations, Ways & Means, Social Services, and Transportation. Elected Chairman of the Senior Citizens Affairs Office and Disabled Persons Affairs Committee. Represented the Legislative Department in the City Development Council and Local School Board.
Regional Project Manager, Early Childhood Development (ECD) Project, Region 12 (January 1999 to March 2001) (ECD was funded by the World Bank, Asian Development Bank and the GOP and implemented thru DSWD, DOH & DECS) Managed the overall project implementation of ECD Project in Region 12. Responsible for planning, service delivery, trainings/seminars, LGU sub-projects, research and development, and inter-agency coordination. Supervised the regional administrative, finance, and technical staff. Provided assistance in DSWD relief and rehabilitation activities.
Regional Writer, Comprehensive & Integrated Delivery of Social Services (CIDSS), DSWD Region 12 (April to December 1998) Responsible for documentation of service delivery and program implementation of the CIDSS Project in Region 12 and assisted CIDSS workers in community organizing, monitoring and evaluation. Provided assistance in DSWD relief and rehabilitation activities.
